What China anti-addiction actually gates
Hard names your launch program will use:
- China anti-addiction — NPPA rules that limit when minors may use online games, how they pay, and whether unverified users may play at all. This Guide owns those gates. Real-name verification owns who the user is.
- Age verification China — Once identity is verified, the system returns an age. Your product then applies play-time and spend rules. Age is an output of identity, not a substitute for it.
- 2021 NPPA notice (current play-time) — Online game enterprises may provide service to minors only from 20:00 to 21:00 on Fridays, Saturdays, Sundays, and statutory holidays — one hour on those days — and must not provide game service to minors in any form at other times. All online games must connect the NPPA National Anti-Addiction Real Name Verification System. Enterprises must not serve users who have not real-name registered and logged in — including guest / visitor mode. Minors means citizens under 18. Effective 1 September 2021 (NPPA notice; English summary: gov.cn).
- 2019 NPPA notice (paid-service caps; play-time superseded) — Where the 2021 notice conflicts, 2021 controls. The 2019 text still publishes paid-service caps the 2021 notice did not replace: no paid game service under age 8; ages 8–16 max CNY 50 per recharge and CNY 200 per month; ages 16–18 max CNY 100 per recharge and CNY 400 per month (2019 NPPA notice). The 2019 guest-mode hour and the 1.5 / 3 hour daily windows do not survive 2021.

Why identity rails do not finish anti-addiction
Identity complete → play-time still open. Knowing the user is 15 does not limit the session unless the client and server enforce the 2021 window.
Guest mode left on → 2021 hard fail. The 2019 visitor-hour is gone. Unverified play, including guest, is not a China game launch.
HQ OAuth as Plan A → both jobs fail. Overseas identity providers do not clear China real-name duties or NPPA play-time proof. Residual HQ OAuth belongs off the China game journey.
Utility identity pasted onto a game → store miss. Chat/UGC identity APIs without NPPA connection fail game review even when app filing looks complete.
Anti-addiction without ISBN residual → listing with no durable vehicle. Play-time rails do not replace publish-game approvals.
Screenshot gates → live pull. Packages that show a limiter while the China build still allows weekday play get removed after listing — the same failure class as app removed from China stores.
2019 clock left in the build → wrong window. Shipping 1.5 / 3 hour daily caps after 1 September 2021 is not “close enough.” The 2021 notice controls.
