Can Google Ads be our Mainland China primary acquisition plan?

Usually no for ordinary Mainland China user reach. Google’s major consumer surfaces are typically inaccessible on local Mainland China networks, so Google Ads is not a substitute for China-native search, social, and short-video rails. Remap via the China ads goal–channel map, then fund Baidu, WeChat, Douyin, or other China layers that match the job.

Is Google Ads banned from targeting China?

Google Ads Help lists OFAC embargoed countries and territories where Google Ads is unavailable to advertisers and where location targeting is blocked. Mainland China is not on that embargo list — so “China” can still appear as a location target. That policy fact is not the same as reliable Mainland China consumer reach or a workable primary acquisition plan.

When does Google Ads still make sense around a China program?
