The Foreign-Related Survey License (FRSL / 涉外调查许可证) is a product gate for Mainland China research and data-collection features — not a branding footnote. If your app, site, or Mini Program will run questionnaires, polls, interviews, or research exports that are foreign-related under National Bureau of Statistics rules, you need a licensed-institution path (and often project approval) before those features ship.

What FRSL is for research products
Hard names your survey / research-data plan will use:
- Foreign-Related Survey License (FRSL / 涉外调查许可证) — Qualification issued by the National Bureau of Statistics (NBS) or a provincial statistics authority. Institutions without it generally cannot conduct foreign-related investigation in any form (Measures for the Administration of Foreign-Related Surveys).
- Foreign-related survey (涉外调查) — Includes surveys entrusted or funded by overseas organizations or persons (or their Mainland China institutions), cooperative surveys with those parties, certain market surveys by overseas organizations’ China institutions, and surveys whose materials or results are provided overseas (same Measures, Article 2).
- Market survey vs social survey — Market survey gathers commodity / commercial-service market information. Social survey covers other questionnaire, interview, observation, or similar social-information collection. Market surveys must run through a licensed institution; social surveys need the licensed institution plus project approval (Articles 8–9, Chapter 3).
- License scope and term — National licenses are valid nationwide; provincial licenses are limited to that region. Validity is three years, with renewal applications due 30 days before expiry (Articles 15, 18).
- Not a substitute data or investment regime — FRSL does not replace PIPL, CAC cross-border / platform rules, or hosting / VATS / ICP gates when the survey product is online. Foreign-investment Negative List category limits are a separate entity decision when you plan to hold the research business yourself in Mainland China.
- Common myth — “We only embedded a questionnaire SDK, so no license.” If the activity is foreign-related under the Measures, the organizing path still needs a licensed institution — the SDK vendor’s ICP filing alone does not clear FRSL.

Product teams usually cannot treat “ship the questionnaire → sort license later” as the China plan. Scope, institution, and data gates are the floor.

Market vs social (hard gate)
Necessity: wrong classification here either blocks lawful fieldwork or creates unauthorized social-survey exposure.

Statutory decision windows after acceptance are commonly 20 days, extendable by 10 days with notice (Articles 14, 23) — still plan months for package assembly, not a sprint-week form.
Why scope mistakes block the whole research stack
Shipping survey UI before the foreign-related test → illegal fieldwork risk. A polished in-app poll that feeds overseas research HQ can still sit inside Article 2.
Assuming an overseas HQ “owns” the research → blocked by the Measures. Overseas organizations and individuals generally cannot conduct market or social surveys directly in Mainland China, and cannot use unlicensed institutions (Article 9).
Holding only a vendor SDK / ICP path → FRSL still open. Platform filing for the questionnaire tool is not the same as an FRSL-holding organizer for foreign-related projects.
Treating social research as “just another NPS” → missing project approval. Social surveys need approval files, marked instruments, and voluntary-participation notices where required (Articles 22–26).
Ignoring PIPL because “we have FRSL” → data program failure. License qualification does not authorize unbounded personal-information collection or unchecked outbound transfer — pair with CAC and PIPL mapping.
Online survey product without hosting / license rails → launch stall beside statistics approval. Public Mainland China survey properties still collide with VATS / ICP and related product gates.
Letting a three-year license lapse → operations freeze. Renewal is due 30 days before expiry; expired certificates cannot lawfully cover new foreign-related work.
