Is Huawei Cloud China the same account as Huawei Cloud International?
No. Official account FAQs state Huawei Cloud International and Huawei Cloud Chinese Mainland are different sites. Basic information, purchased resources, and top-up amounts are independent and cannot be used across accounts or sites, and switching between the sites is not supported. A HUAWEI ID registered for Mainland China can only enable the Chinese Mainland website; otherwise it can only enable the International website.
Do Huawei Cloud regions in Hong Kong count as Mainland China for ICP?
No. Huawei Cloud International website region lists include CN-Hong Kong alongside Mainland China nodes such as CN North-Beijing and CN East-Shanghai. Official region-selection guidance treats Hong Kong (and other locations outside Mainland China) as a different latency and user-base choice. Hong Kong placement does not clear Mainland China ICP or residency decisions.
Can an International website account finish ICP filing?
No. Huawei Cloud ICP preparations state that International website accounts do not support ICP filing. You need a Huawei Cloud Chinese Mainland website account, real-name authentication, and Mainland China filing servers. Public sites on Mainland China servers still need ICP adjacency regardless of which catalog page you shopped.
Huawei Cloud vs Alibaba Cloud — when is Huawei the China rail?
Choose Huawei Cloud China when OEM, device, HarmonyOS, or AppGallery gravity makes Huawei the coherent operating family — and you can finish China-site isolation, real-name, Mainland China regions, and ICP.
